Tl;dr: It went down party lines with the exceptions of Rand Paul & John Fetterman. The two independents, Angus King & Bernard Sanders, caucus with the Dems and voted yea.

Elected representatives giving up the power delegated to them by the people to an old dictator. French representatives did that in 1940 with Pétain. Didn't end well.
