It kind of feels like you might need a bit of extra revenue to provide the transit they are missing in the first place.

Oh you mean like the funding the CAQ has cut from public transportation projects?

Congestion tolls. Traffic originating outside the city should be paying for transit in town either directly via tolls or by parking outside the city and taking a bus/train in. I'd love to see this in Toronto as well.
