I believe given how aggressive the Chinese manufacturers has been with the impending launch that the current limits is probably going to opened substantially and Carney trying to slip enough through before Trump tries to completely pulls the plug on the current manufacturing that is shipped to America.

Let me guess, a condition for allowing them market access was that they couldn't do direct to consumer sales and needed dealerships -_-
