The Vorbunker (upper bunker or forward bunker) was an underground concrete structure originally intended to be a temporary air-raid shelter for Adolf Hitler and his guards and servants. It was located behind the large reception hall that was added onto the old Reich Chancellery, in Berlin, Germany, in 1936.
(Note that quote says "located behind", which makes it sound above-ground, but it was an underground bunker).

This won't be finished in time for him to use it so I guess someone else is pushing for the bunker and they decided to put a ballroom on top to get his approval.
Or perhaps the contractors involved are giving him or his associates kickbacks from a construction scam, so, it doesn’t need to be finished ever for him to benefit.
I think Trump is actually excited about the ballroom which makes it even sadder that some people are using it to control him like a baby.

Building a bunker at the White House is probably the most useful and appropriate allocations of funds Trump has done.
It’s a low bar, as they say.
Why is it useful?
The White House is undoubtedly a high value target for US adversaries so having a fortified space in the event of an imminent attack is not useless.
How is it useful? What benefit is it to you for that system to be fortified?
