On the U.S. side, there are suggestions that Canada should try to get Trump’s attention by making an immediate concession, especially since the president is juggling several major issues right now.

Given Trumps demented state, he will have forgotten any concessions even before talks start. And then demand more.

I agree. I think Trump is totally showing signs of confabulation and I don't believe his staff is showing him everything. There's no point pre negotiating with a bully who constantly goes back on their word either.

To be clear, this is about making proactive concessions before the actual negotiations begin, not a cash payment (which would not have surprised me, and I expected based on the headline).

Best time would have been before signing NAFTA, second best time is today.
