We had the same thing happen in Kansas City.

Missouri State Government passed a bill which would allow bars in Kansas City, MO to stay open 23 hours a day.

But Mayor Lucas passed a city ordinance which “vetoes” the state law, prohibiting bars within the city from opening for 23 hours.

There was a bar, Blueline Hockey Bar, who went to social media blasting the mayor.

Finally, the mayor walked back his steps and passed a motion allowing bars to stay open for 23 hours.

This ordinance only allows Kansas City bars to stay open 23 hours a day throughout the World Cup games.

They don't need to, it's not a law, it's an extension. Also, some cities like Toronto need specific licence (or something like that) to stay late open(not for world Cup)

And I don't get your problem, it's a one time thing.

You missed the joke. For a guy who is not Mayor of Toronto, he passes a lot of laws overriding the municipal laws of Toronto.
