Apparently they have also failed at that.

Furthermore, the rehiring of displaced talent carries a massive premium—roles that once paid $55,000 are now commanding $75,000

Article doesn't speak to how many of these "jobs" are actually just contract roles to replace formerly full time salaried roles. Employees that take them lose a lot, for example, any pending stock options you had in the pipeline are gone and don't come back if you get rehired.
