It's most likely the same desire to create "economic zones" with no regulations or laws, really. Corporate ~~towns~~ counties. That's where the workers and other locals tend to have no rights.

There's no way they're stupid enough to run a corporation with their AIs; prompt injection would become a market in of itself.
