Because the Congress acts like an appendage.
I mean, Congress isn't exactly asserting their authority as a co-equal branch of government here. They should be holding the President to account, yet the House Speaker admits that he is "protecting" the President.
To his credit, Cassidy realizes that too. The full quote is:

But isn't it clear that Congress isn't acting like an appendage, but more kike an organ. Specifically a pussy. Congress is a bunch of pussies, and we know how Trump treats those.
There’ll be no insulting pussy, thank you very much. Worm infested excrement is a better option I think.

Turns out that when you base a form of government on faith that everyone will participate fairly, it's particularly vulnerable to destruction by those who proclaim their faith to be the end all be all. That we had no mechanism to block a coup leader from becoming president is evidence enough. His coup worked once, it will be used again by him and others in the future unless we bring out the guillotine to enforce those laws.
