There's nothing about the interstate compact that is ineffective, the legislation has been passed in many places, rather the triggers are famously not met and the conservative party is famously opposed.
This is evidence that resistance is possible, if that were wanting, but it's not a win. So far this is merely temporarily staved off defeat. This particular crisis is far from over, and self-congratulation is premature.
That's cool and everything, but what's stopping them from calling another-

ah, right. Nothing.
"Collaborative" is the watchword here.
Why would this authoritarian agree to this when they could clearly just force it through? Because they want the locals to collaborate with them willingly. If you get the locals to feel like it's a good thing, or at least better than the alternative, that they're doing the illegal homeless crackdown, then suddenly it's not as morally bad. "at least we're preventing trump's goons from cracking down. we can be terrorists more gently than they can."
