I doubt this is true. They probably had more to do with binding households together than any consideration of the well being of anyone involved. Our modern concept of raising children past the age of 6 isn't even that old.

These "conspiracies" that are turning out to be true were not the ones conspiracy theorists really cared for. Those fuckers were following a secret agent larping grifter who posted on a CSAM website he ran with his dad. The theorists were pawns in the conspiracy, a conspiracy to turn pedophilia into a toothless tool, oppress minorities, and support those already in power.
The rich and political elites are depraved freaks who treat people as disposable and do fucked up things because they can get away with it. This is capitalism working as intended. This sort of evil is what classism and legalized corruption always lead to. Unless the conspiracy actually challenges this fundamental power structure, it only helps them.
If you mean protecting people who do not protect themselves, yes that is necessary. At the same time, most violent crime isn't simply inherently violent people, but directly related to businesses outside of the legal system. Organized crime is often the leading cause of violent crime, and when you consider that organized crime thrives in communities impoverished by legal companies and systemic disparities, business really is the root of most problems.
When it comes to interpersonal disputes, community members stepping up could be as effective as cops. For standing up to business ills, the situation is more complicated.
