I'm actually not sure about this. I wish the FSF or someone would come out with more licenses for different use cases.

I disagree. I find that there is a license for every use case. What use case are you thinking of that does not have a license?

Technically speaking, GrapheneOS does use the Linux kernel. Because that, I think GrapheneOS is a Linux distro in my book.
