Yesterday, with voting already underway in Louisiana, he rushed the certified copy of the Calais ruling out the door so Southern states can hurry up and redistrict before that very same election.

Strict bans on mobile phones in schools have “close to zero” impact on student learning and show no evidence of improvements in attendance or online bullying, a study has found.

Researchers at US universities including Stanford and Duke looked at nearly 1,800 US schools where students’ phones were kept in locked pouches and found little or no differences in outcomes compared with similar schools without strict bans.

The report concluded that among schools instituting a ban: “For academic achievement, average effects on test scores are consistently close to zero.”

The results will come as a disappointment to teaching unions and campaigners in England who backed the government’s recent move to restrict the use of mobile phones in schools. A ban is likely to come into force next year.

The Senate Judiciary Committee and Senate Homeland Security Committee on Monday night released legislative text for the $72 billion budget reconciliation bill that would bypass Democratic opposition to fund Immigration and Customs Enforcement (ICE) and Border Patrol through 2029. The committees released the legislation after the Senate and House passed a joint budget resolution last month unlocking the special budget reconciliation process that will allow them to move funding for immigration enforcement without conceding to Democratic demands for reforms that have hung up the funding for months. The package will be able to pass the Senate with a simple-majority vote instead of needing 60 votes to advance.
