Pretty sure they aren't even issuing fines:

In addition, the CFIA stepped up its unannounced meat weight spot checks, and has so far issued warnings but no fines, to seven retailers for violations.

The spot checks seem kind of pointless if there's no enforcement.

Yeah; until there’s actual penalties that could make the business unviable if they continue to violate the rules, things are unlikely to change.
