As a general public you can't access any of that tech without huge amount of money or political power, but you can access and use AI easily as it's widely available. It's a false equivalent.
You can buy a laser that blinds faster than the human neurons can signal "blink" on ebay for less than the cost of a takeout meal.
Anything over 5mW (Milliwatt - 0.005 Watt) can burn out retinas in less than a quarter of a second.
I think the point is that militaries and police aren't being equipped with those things, but they are being equipped with AI tools.
