I agree. If companies had their license to operate removed for doing it, the problem would solve itself. Be shut down if you get caught.

Nope, shutting a business down by itself doesn't do anything because the people running the business would just start a new business.

The company owners and the people running it need to be personally held accountable, preferably through a combination of fines and not allowing them to run a business.
