What's next? Monitoring ink printers? you gonna stop me from printing out an image of (insert copyright charater here)? Oh yha, they would of they could. Many wernt going to make weapons, but now they might just to defend themselves. Good job. /s

They kinda already do this with the invisible dots. Not centrally monitored, but still tracked.

Unlike the missile, those dots only work if the printer knows where it's at. It's why it's a pain to get offline printer drivers.

Yes, that is correct. But, a couple of file rename and Metadata edits and you can still do it. Don't recommend it, because of regardless of who's in control of the government, they will get ya and it will not be pretty. (talked to a guy who investigates fake money, wooo boy do they not mess around.)

Yeah, that's secret service territory iirc. Of all the organizations not to fuck with, they're pretty close to the top of the list.
