I'm honestly convince they're doing all kinds of secret compromising espionage for the potential next admin, like secret devices in the walls and ground, perhaps even a tunnel, and the point of all this bullshit renovation is to keep people too busy to find it all.

That and just to spite the historic societies suing him.

I don't think they think there will be a next administration, but that doesn't mean they wouldn't want to spy on their own disloyal staffers...
