I'm starting to think this is what's happening to the local stores in my neighborhood that are only small but still part of a bigger franchise. They are always understaffed and looking for new staff.

i notice grocery stores burn people out so they have turn over, hence the shortstaffing. but in my area, one bougie chain pride itself on "eco friendly" just burns people out and budget cuts the deparments. recently our meat cutting/sandwich(hot food) deparment when through some cuts to the budget on an already understaff dept, and 5 people left immediately.(due to asking them do this or that more than thier role required)
