It stands for "dastardly", because the blasted things stop working if you are in a different country than what it says on the box.
Decide to go on holiday to visit a friend or family member in another country, and bring a DVD so you can both have a nice movie night together? Nope, won't work, because you live in a region 1 country, but they live in a region 3 country, even though it's the same video format. But if you had a VCD from the nice aunty working at the flea market, that worked fine no matter where it went, even if the subtitling was horrendous.
At least with a video cassette, it was an obvious format compatibility issue, and some nicer videotape players could switch between PAL/NTSC/SECAM.
