I feel like they'd do better as territories. Even the more left leaning US states have a very different political culture that I wouldn't want imported into Canada

I don't know about you but as a lifelong Albertan my life would improve if my city had even a little bit of the culture of like, Seattle. I'm not guessing, I have been there and it would be a place I'd consider moving if they weren't under fascist dictatorship keen on eradicating my people.

They should just be independent countries for a while and see how that goes before they even consider asking to move in with someone else.
