No, it is definitely the driver’s job to keep an eye on how fast they’re going.
Why
So they know when they set a P.B. without having to be told.
So they don't kill people around them who are driving responsibly

What do you do?
A) read your speedometer in order to drive according to the speed limit.
B) just wing it and guess the speed.
C) ask the policeman who you almost run over.
What is km/h?
1 km/h = 0,62137119 mph

Miles per hour. =mph
Kilometers per hour. = kph or km/h
I like the km/h because it is more correct and easier to read (given you have basic education)
