What's the point on those "benefits" is they are very impoverished.

There's at least two possible outcomes when someone(s) receives aid:

  1. They use it as a stepping stone towards becoming independent, and it's temporary
  2. They feel entitled to it and become habituated towards receiving aid and it cements their dependence

Same problem with food stamps, etc. some people use it as a hand-out, some people use it as a hand-up. You can't really help one group without helping the other, unfortunately.

Arguably we should remove the quotes so they get actual benefits. PR deserves better from us

You can see how thriving it's neighbors are without receiving those "benefits".

Ikr? Cuba is thriving so much despite all the embargo on it and countries that do business with it. US never bullies or destabilize region and countries for their benefits, especially their neighbors.

If someone receives US "benefits", it must thrive at all cost, like Afghanistan.
