Only 3 trucks for a large fire? We just had a large one in an apartment building and there were 120 vehicles in attendance (not all fire trucks, obvs, but deffo more than 3).

Yeah, apartment buildings would tend to be much more than 3 alarm. As a metaphor the phrase is also from older language when more people were in single family homes.
