The meme is in reference to a twitch streamer (Hasan) who pushed something on a live stream and the dog flinched. People thought it was a shock collar but he later clarified that it was actually a collar made for training and he said it was set to vibration mode.

In the image it's Eustace from Courage the Cowardly Dog shocking Courage. Eustace hated the dog and regularly abused him.

The video that I was shown was pretty clear that he didn't do anything other than look at his dog weirdly because she fucking yelped for no apparent reason. That's pretty standard for dogs. Sometimes they hurt themselves. And they only defense they have is that a good dog owner would've rushed over to her and done something yadda yadda yadda. Same shit happens to children, and I wouldn't blame a parent for looking at their child after they said ouch to make sure they were okay, and when they look like they're okay, continuing with what they're doing.

It was such a nontroversy it took three months after it happened for people to even think it happened, and this hitpiece was pushed by the dumbest fucking morons around. I'm still baffled that people think he shocked his dog. Like... That's shit-for-brains level of thought. They'll send the clip to you and you just look at how the dog moves and it's just so obvious the dog hurting herself.
