Driving a car requires a test and licensing. Somehow, raising a child doesn't require something similar.

Because any kind of test or restriction leads to eugenics which is ethically unconscionable.

Loads of your and my ancestors were scum bag parents.

Part of the problem is that even people who are truly adamant about not wanting kids won't be sterilised in all cases no matter how much they want it. Took me about 20 years of constantly being on the verge of almost killing myself and being potentially dangerous to others before I managed to find someone who'd make sure I can never reproduce ever.

Everyone else insisted I'd just eventually find the correct partner.

Getting it done finally gave me my much needed peace of mind and as a result has drastically reduced the amount of problems I had.

What would you even test for that wouldn't accidentally be either testing for English language skills or the ability to lie?

You can set up a situation in which you observe the way a parent interacts with a kid. They way they talk with the child, the way they play together are all incredibly important for good language development and can be an indicator for how the parent will be interacting with their child at home once they're born.

Even having classes where future parents learn about how to raise their child in a good way would be a good start. Make it mandatory and not something you choose to do. Chances are that parents who do partake in such classes aren't the parents that need to be taught about it in the first place.

Point is, there's plenty things you can and should offer - everything's better than having nothing of that sort right now.

Thats 140,000,000 babies interacting with 280,000,000 parents every year in the US alone, for this test with even a 1% failure rate means 3 million forced abortions or sterilizations from the government per year.

Now you've also enrolled 280 million in an educational classes - about 12x the university population of the USA, or 2.8x the population of elementary, middle and secondary schools combined.

Assuming the costs scale similarly you're looking about an additional $300 billion USD in costs, increasing the average persons yearly tax by about $900.
