Also, the census doesn't only count citizens.

It does only count people who live in the country (legally or not) or would it also include visitors who just happen to be here when they're doing the census?
It is based on residence, so visitors would not count.
Really, in my country, it's whoever is at the residence on census night, visitor, or resident, citizen or not. So, you don't for wherever you happen to be.
Only people who live in the country.
