He never bombed a foreign country for oil

He doesnt stage coup and military dictatorship leading to brutal civil wars

That we know of. That's because we don't know anything about him.
He inherited a domestic genocide, and kept it going. That's only true if your definition of "fund" excludes he using the money himself.
