I guess I would take it being a US judge as a given. Not that this admin listens to our judges anyhow, bit I expect one from another country would hold even less sway.
I think it's to distinguish from a state or local judge, basically using "US" as a shorthand for the fed. A judge whose rulings apply nationally as opposed to state or local jurisdictions.
They just mean US as in Federal jurisdiction. It's unfortunately unambitious.
A symbolic gesture at best. Trump has replaced all the military higher ups with loyal people who will obey him above the last and now knows he can just ignore court orders without consequences.
