fundamentally, NATO is a U.S.-dominated forum, rather than a symposium of equals — a reality that Rutte’s relentlessly patient handling of the Trump administration makes clear.
This is only too true, but Europe and non US NATO allies are working to hard change that as quickly as possible.
Where in EU the end goal is complete independence from USA, and very clearly NATO members both Canada and European countries are looking for alternative weapons suppliers to USA, resulting in US military suppliers are not gaining much if any value from the increased budgets in other NATO countries, where for instance Rheinmetall has increased 700% in 3 years.
As long as Asia, the Eastern Block, and South know their place and don't get uppity.
Wild comment. You mean China, not entire Asia? What even is Eastern Block? That's historical term. I doubt the Baltics are going to invade Russia or whatever the fuck you're imagining there. South? As in Venezuela?
Your geopolitical game is a mess, better focus on your own country threatening to invade others like it's some competition between Russia

While it is true he got concessions I would not go so far as to say it strengthens US hegemony. His acts undermine the idea that the US deals consistently with it's allies and will encourage them to value their autonomy over current global norms.
