Having a standing army was never meant for anyone.

The 2nd was to avoid giving the president a standing army. The founders thought that giving a single man access to a standing army would make them a tyrant.

The organized militias were for national defense. There was to be no standing army only a navy.

At the war of 1812 and the Civil War it transmogrified into "kill tyrants" rather than its origin which was "don't make more tyrants."

So any talk of the 2nd at this point is meaningless marketing drivel for the gun and bullet industries and the "people that like to shoot people" industries.
