It makes perfect sense.
Palestinian terrorists initially claimed responsibilty for the attack. Palestinians in Gaza and West Bank were celebrating the 9/11 attack en masse.
It is a perfect argument to use the 9/11 memory to defend the Palestinian cause.
The top one is political violence. The bottom one is state terrorism.
