The only thing that interferes with this metaphor is that most people agree slot machines must be capable of actually doing what the manufacturers claim they can, and they have to let someone win once in a while.

The slot machine companies say the slot machines are getting way too good, but too good to release. They say people should keep using the machines but they should slow down development, so that they can release slots that won't be as good but will be "safe". All the slot companies agree at the same time, and definitely wouldn't release the best slot machine if it weren't so dangerous.
