I won't disagree, that this can do good, but it can only work when violence can be avoided. That's the whole reason they're moving onto the deathcamps. They know they cannot win without rigging the game, and even that is a temporary measure.
Star Trek is the vibe I'm getting, but it could also be Stargate. I feel like it's coming from some powerful villain who has respect for our strength, but not enough to think we can beat them. It could also be a cynical ally of some sort who doesn't fully believe humanity can pull it off, but is convinced by a very good pep talk to gamble on their plan.

Uncircumcised is the default and probably has a numerical advantage, but once you get circumcised, you can't go back. The circumcised can always convert people, and there's nothing the uncircumcised can do to stop their POWs from being forced to switched sides.
However, what about everyone who doesn't have a penis? Would their allegiance lie with the uncircumcised? Would people who've experienced genital mutilation join the circumcised? Who would formerly circumcised people who now don't have penises join? Would bottom surgery make someone automatically join team circumcision?
This whole thought experiment begs many questions.

Considering the NCR canonically died, I wouldn't say I have high hopes. Some people are kinda salty about them being destroyed in the TV show, but I think that was their most probable fate. It was a liberal democracy in decline fighting an imperialist war of conquest to prop up a nation suffering from rising wealth inequality, not some benevolent saviors. It was clearly the better of those two, but they weren't the only choices.This is all a moot point because the Legion already took the Hoover Dam in our world. We're on the ending slides where they enslave and purge their enemies. The bull defeated the bear after it got lucky the first time, and the corporate elites are making sure to liberal democracy out of its misery so they can rebuild the America in their image.
