The problem is that going from civil resistance to actively shooting ICE means dealing with paratroopers. That means a LOT more dead.

I don't expect the Republican true believers to be swayed by this. But there is a huge chunk of the US population which doesn't fall neatly into ideological buckets, and which can see why having a gestapo isn't in their interest.
Yeah, ultimately it means changing the national media diet. That's going to mean running left-of-center mass media and gaining control over social media feed ranking.
They're Americans. The key thing is that relatively few people vote in primaries; on average about 20% of eligible voters, but in some places, as low as 3%. This means that turnout greatly impacts ideology, which in turn means that the money to run a turnout operation during the primaries makes a huge difference. So electing better Democrats means four things:
- Mobilize your friends
- Volunteer when you can
- Give what you can afford
- Actually vote during primaries
It is important to support better Democrats in the primaries. But right now, even the worst Democrat is better than the best Repiblican.
It means a lot more people will be out on the streets to stop ICE.

All but a handful of House members voted against it already. The few that did are either in districts which voted for Trump or are openly corrupt.
The Democratic Senate leadership appears committed to blocking it now, which they were not until this killing.
