The FBI used facial recognition technology to place Taylor at the scene of the unrest. It's not "if they have more force" but in a practical sense, its actually risky, and cops are incredibly wimpy

Local and state police are outnumbered by ICE + Border Patrol, and a fair fraction of them are on the side of ICE as well.

The decision to not have people shooting at ICE is a very intentional one, not driven by a lack of guns, but by an estimate of what is most likely to succeed

ICE regularly uses fake license plates. You can do a bit, in that they dont swap constantly, but its not going to be as good as the tracking of private citizens
