It was a different sort of atmosphere. Americans, especially the American right-wing, were consuming a media diet that was 100% fear and paranoia.

Republicans and Republican voters knew that Iraq was all based on lies, and they didn't care. And since they had enough votes in Congress, they pushed forward.
