This goes beyond voting, the rhetoric is meant to create cynicism, ie to suppress personal involvement in politics. Not voting is a side effect that happens to benefit the same people, but the idea is for citizens to disengage from politics altogether

Interesting etymology aside...

The word idiot used to mean someone who does not take part in politics.

They're making idiots of us.

So much so, in such broken systems as USA has, they also make idiots of those who only vote. The 2nd least participation, next to not even voting.
