I'm just gonna take a wild guess here.
Could it be because it's a parody of the US and not a parody of Israel?
Well considering the United States is basically a puppet state of Israel at this point it seems relevant.
You may certainly think so. But believe it or not, The Boys isn't a documentary, and Homelander would rather burn Israel to the ground than to take orders from them so. It just doesn't make sense, at all.
It sounds like what you just said makes complete sense as a plot point.
