High levels of caffeine have been associated with brain development issues, particularly acute in pubescent brain development. You are correct on the "moderation" bit. A little pick-me up isn't going to kill you. A 12 year old shotgunning a Monster every day for breakfast can impede the development of executive function regions of the prefrontal cortex.

Which part of the brain controls critical thinking and empathy ?

Critical thinking is prefrontal cortex. Empathy is mostly amygdala, which matures more in late teens early 20s.
