It's an ozone system, just like the one before it.

I don't know why they wouldn't drain the lines but okay.
I don't know the details of the new system. If it's only for treating the new water being fed into the pool like the old one, it's not going to prevent all blooms just minimize the amount of algae or food brought in with the new water.
You can't constantly be bubbling ozone through open pools of water because it off gasses. When it's used as a disinfectant in drinking water the offgas need to be captured and treated.

Less money left over for kickbacks is my guess.
