Dont forget the decades of filibustering he did to basically keep congress in gridlock. Every time the democrats had even a sliver of a majority.
And after he blocked legislation he would turn around and condemn the progressives for their lack of action.

he basically took NEWT gingrichs approach, and turned up to 100 with the senate, he was defacto leader of the gop for decades.
