This is stage one. Chat Control 2.0 aims to backdoor all messaging app and scan messages before encryption. All the fascists already have frothing mouth just thinking about this law passing just in time for them to take power in several EU countries.
This meme would be more fitting when, if, the 2.0 ever passes. They've had this 1.0 for a while but it's a totally different beast than 2.0

Eh, voluntary scanning of unencrypted stuff, I assume the companies were already doing that secretly anyway.
