I think a lot of it is cognitive dissonance for people who want to, for whatever reason, vote republican but can't ignore that they have made everything much, much worse. Easier on their tiny brains if they can terminate those critical thoughts with "Both sides same shrug"
It's also great propaganda to get people to stop bothering to vote, so fascists love it - because they rally their base and get the other side to not bother to vote.
