They could have passed it, Democrats chose not to. Likewise with minimum wage, and much more.
(look up the nuclear option. They never, ever need a super majority to pass a bill. Ever. It's a parliamentary rule ONLY)
Your comment was edited, so I'll address this sentence only. Democrats choose to accept money from "donators", and in return they purposefully decide, by not challenging parliamentary procedure (which they do often otherwise), to let a bill die. Like, for example, minimum wage increase under Biden.
His platform. They didn't even pretend to fight. And by "fight" I mean change a parliamentary rule by majority vote to pass a bill.
