I'd say it's the party in power is actually doing it.
Well then you don't understand how American politics works. It's the entirety of the US government. It's laws put in place by Democrats that Trump is using. And it's not like the Ds aren't crossing the aisle every other week to vote with Rs on some heinous shit. And it's not like the Ds ever pulled back on military expansion, or expansion of ICE and DHS, or domestic surveillance.
