The question is making category. You think that they is one people and another, one legit and one not. This is a not facts, this a nationalist point of view. So yes, it is racist.
People that decide collectively the way they are living is democracy. One way of living that has to be enforce to everyone is supremacism. Is fun that you think that way about the romani, because those culture presence is way older in their territories that every States in Europe. So if you think that the first have the right to decide, European States Shall adapt to Romani People.
PS: it's not a coincidence that nazi was antisemitic and antitziganist. Those cultures presence demonstrate that the nationality is social construct, and not a "biological truth".
