I'm not super knowledgeable in the field but maybe Trump wants to bring the gas prices down for the upcoming election, without caring about how.
Also a prolonged war means defence contractors, who have always been US friends get more business as a result.
The tiny amount of diesel he bought will not have a measurable impact. If that was his plan he's either stupid or stupid and desperate.
