They really want to start introducing the idea of burning the homeless for fuel but are unsure how to broach it so they're working up to it.

Is it that hard to parse? The people whose jobs depend on there being homeless people have no incentive to actually solve the problem.

oh ok i didn't parse it that way because nonprofits are typically nonprofits so they don't actually have a financial incentive to keep the problem existing.
