unfortunately "being easy to scam" is almost equivalent to "being easy to manipulate into voting for you" - this approach to democracy seems susceptible to this problem (particularly when electoral college and gerrymandering makes it easier to win with smaller minorities - you don't have to get a majority of voters to support you)

one of the benefits of a "ranked choice voting" system over the current "first past the post" system is that it at least requires a candidate receive 50% or more of the vote to win, this strengthens the requirement for consensus for a representative to win, and hopefully would lead to better voter satisfaction & more accountability with their representatives
